Establishing a committee to study an all-payer system of insurance for hospital services. There is established a committee to study an all-payer system of insurance for hospital services. The purpose of the committee shall be to make recommendations regarding the establishment of an agency to facilitate uniform rates of reimbursement for all hospital and outpatient services, across insurance type, for each New Hampshire hospitals and selected surgical centers, radiological centers, and other hospital-linked outpatient services.
Relative to billing for ambulance services. This bill prohibits balance billing for ambulance services under the managed care law and requires insurers to reimburse ambulance providers directly.
Relative to health care provider contract standards. This bill states that a health care provider manual is intended as an administrative tool and is not to be used to change the terms of the provider contract or benefit plan.
Relative to surprise medical bills. This bill requires insurers to cover emergency services provided by nonparticipating providers in the same manner as if the services were provided by a participating provider and requires the insurer to pay the nonparticipating provider the out-of-network rate less any cost-sharing for the services provided. The bill prohibits surprise medical bills and balance billing.
