Overview

DISTRICT BUDGET
Washington D.C. budgets on a biennium basis with the Executive biennium budget submitted to the Legislature on or before December 20th. The Council adopts a budget in either April or May and the biennial budget cycle begins in July.
DISTRICT COUNCIL
The Council of the District of Columbia (the D.C. Council) is the legislative branch of the government of the District of Columbia, and has 13 members serving four-year terms. However, the Constitution vests Congress with ultimate authority over the federal district, and therefore all acts of the council are subject to congressional review. They may be overturned by Congress and the president. Congress also has the power to legislate for the district.
