This proposes to Amend Chapter 1509 of the Texas Insurance code to prohibit health plans from denying or refusing to enroll individuals because of their pre-existing conditions. It also proposes to prohibit health plans from limiting or excluding treatment of the conditions, or charge the individual more than someone who does not have a pre-existing condition.
