Governs the Office of Health Care Access, whose powers include: (1) authorizing and overseeing the collection of health data; (2) overseeing and coordinating health system planning for the state; (3) monitoring health care costs; and (4) implementing and overseeing health care reform as enacted by the General Assembly.
