Overview

STATE BUDGET
Rhode Island operates on an annual budget cycle. The governor submits a proposed budget in January and the legislature adopts a budget in June. The fiscal year begins on July 1 and ends on June 30 in the following year. The governor is constitutionally required to submit a balanced budget proposal, and the legislature is required to pass a balanced budget.
STATE LEGISLATURE
The State of Rhode Island General Assembly is comprised of a 38 seat Senate, and a 75 member House of Representatives. Both Senators and Representatives serve two-year terms. Each General Assembly session begins the first Tuesday in January and continues until sometime in June. Bills do not carry over from year to year.

2025 LEGISLATIVE SUMMARY
Rhode Island passed H5120/S0168, which establishes a three-year pilot program that prevents insurers from requiring prior authorization for services prescribed by in-network primary care providers in order to reduce administrative burdens to patient care, with exceptions for prescribed drugs.
