This act shall apply to any health benefit plan which provides coverage to two (2) or more employees of a small employer in this state if the specified conditions apply. A Taft-Hartley trust, or a carrier with the written authorization of a Taft-Hartley trust may make a written request to the commissioner for a waiver from the application of any of the provisions of W.S. 26-19-304(a) with respect to a health benefit plan provided to the trust.
