A state agency administering the provisions of this chapter may use money from the fund to pay the costs, not otherwise paid for with federal funds or other revenue sources, of the health coverage improvement program; the enhancement waiver program; the Medicaid waiver expansion; and the outpatient upper payment limit supplemental payments
