A health benefit plan for a plan sponsor may be discontinued or nonrenewed for noncompliance with the insurer’s employer contribution requirements; if there is no longer any enrollee under the group health plan who lives, resides, or works in the insurer’s jurisdiction; for coverage made available in the small or large employer market only through an association; or for noncompliance with the insurer’s minimum employee participation requirements, except as provided in Subsection (3).
