Tex. Health & Safety Code §§ 314A.051 through 314A.059: Merger Agreements Among Certain Hospitals– Certificate of Public Advantage – Texas

Two or more hospitals may negotiate and enter into a merger agreement, subject to approval by the designated agency as provided by this subchapter. No merger agreement shall receive immunity under this chapter unless the designated agency issues a certificate of public advantage governing the merger agreement. The attorney general shall review an application for a certificate of public advantage and all supporting documents and information provided by the applicants. See definition section Tex.
