This bill seeks to alter and implement various requirements related to health insurance utilization review. The utilization review involves evaluating the necessity, appropriateness, and efficiency of healthcare services, procedures and facilities. The bill also revises internal grievance procedures and adverse decision procedures, which deal with resolving complaints and denials of coverage. Lastly, it alters reporting requirements on health insurance providers relating to adverse decisions and establishes requirements on these providers to provide patient benefit information. The details of the bill cover a broad spectrum of healthcare processes, such as the timing of prior authorization for prescription drugs, use of electronic health record systems, the definition of various terms, and the rules regarding the honoring of prior authorizations.
