Requires the Office of the Insurance Commissioner (OIC) to review the state’s benchmark plan to determine whether to request approval from the Centers for Medicare and Medicaid Services to modify the benchmark plan. Requires the OIC to determine the impacts of coverage of certain
services on individual and small group health plan design, actuarial values, and premiums if the services were included as an essential health benefit.
