Provide a tax credit for individual health insurance premiums: An act providing for a tax credit for individual health insurance premiums; providing that the amount of the credit is based on the average per-user Medicaid expenditures; providing that the credit may be refunded if it exceeds the taxpayer’s tax liability; and providing an immediate effective date and a retroactive applicability date.
