Pharmacy benefits managers; prohibiting pharmacy benefits managers from certain actions; establishing enforcement measures. SB 1635 prohibits a pharmacy benefits manager (PBM) or an agent of a PBM from imposing certain fees to a pharmacist or pharmacy. The measure also prohibits PBMs from participating in a clawback or engaging in spread pricing as defined by the measure.
