State Medicaid program; authorizing certain recognition of self-funded or self-insured health care plan; allowing participation in certain premium assistance program. SB 1323 provides that a self-funded or self-insured health care plan may be recognized by the Insurance Department as a health care plan if it meets certain requirements. The plan must be recognized by the Department and exist exclusively for the purpose of participating in the premium assistance program administered by the Oklahoma Health Care Authority. The plan must also cover all essential health benefits as required by the Centers for Medicare and Medicaid Services. The Health Care Authority must receive federal approval prior allowing selffunded or self-insured health care plans to participate in the premium assistance program.
