This bill concerns the delivery and oversight of coverage under various health benefits plans by mandating the issuance of identification cards, standardizing contract forms and enhancing contractual obligations between carriers and health care providers participating in plans, and establishing a Health Care Patient Ombudsperson in the Division of Consumer Affairs in the Department of Law and Public Safety. It prohibits all-products clauses and most-favored-nations clauses in contracts between providers and managed care plans.
