Prohibits bio-analytical laboratories from charging certain patients more than 115% of the applicable Medicare rate. The bill prohibits a bio-analytical laboratory from charging an amount in excess of 115% of the applicable payment rate under the federal Medicare program for laboratory services rendered to a patient who is either: an uninsured resident of this State; or a covered person under a health benefits plan for whom benefits for laboratory services under the plan have been exhausted or for whom the laboratory services are not covered by the health benefits plan.
