Statutes create the Office of Rural Health. The responsibilities of the Office include accepting and processing applications from communities interested in developing health care delivery systems and developing enabling legislation to facilitate further development of rural health care delivery systems. The Office of Rural Health shall be primarily responsible for providing a system for effectively networking rural hospitals and providers so that they may compete or negotiate with urban based health maintenance organizations.
