When the insurer of a liable party is obligated to reimburse a private emergency responder for services provided in response to an emergency, the insurer shall reimburse the private emergency responder for the actual costs incurred for emergency response, including, but not limited to, costs associated with mobile laboratories, tools and equipment for handling hazardous materials and other specialized equipment.
