Within available funds and subject to the rules of the Oregon Health Authority, medical assistance shall be provided to an individual who is a resident of this state and who is receiving a category of aid; would be eligible for a category of aid but it not receiving a category of aid; is required by federal law to be included in the state’s medical assistance program in order for that program to qualify for federal funds; and is not described in subsection (3) of this section but for whom federal funding is available under Title XIX or XXI of the Social Security Act.
