Provides definitions and purpose of the chapter. States that the purpose of the chapter is to promote the availability of health insurance coverage to groups regardless of their enrollees’ health status or claims experience; prevent abusive rating practices; require disclosure of rating practices to purchasers of small employer and individual health benefit plans; prohibit the use of preexisting condition exclusions except in individual grandfathered health plans; improve the efficiency and fairness of the health insurance marketplace, among others.
