Within the Oregon Health Authority, creates the Statewide Health Improvement Program to support evidence-based community efforts to prevent chronic disease and reduce the utilization of expensive and invasive acute treatments. The Legislative Assembly declares that it is in the best interest of the people of Oregon for the competing health care systems in this state to come together and find a way to envision the future of health care delivery in this state. The Assembly therefore declares its intent to exempt from state antitrust laws, and to provide immunity from antitrust laws through the state action doctrine, the collaborative activities described in subsection (2) of this section, that might otherwise be constrained by such laws.
