Notwithstanding any other provision of law to the contrary, for contracts relating to the plan year beginning January 1, 2003, and for each plan year thereafter, the Oklahoma Employees Insurance and Benefits Board shall: develop geographic service areas and list the zip codes contained in such service areas; not require participating health maintenance organizations to offer a Medicare supplement plan; require participating health maintenance organizations to meet the standardized benefit plan as required by the Oklahoma Employees Insurance and Benefits Board; and ensure that all premiums are paid to participating health maintenance organizations within sixty (60) calendar days from receipt of the bill.
