A prepaid limited health service organization shall issue evidence of coverage to each subscriber. A prepaid limited health service organization shall offer and issue a health benefit plan to any person regardless of the health status of the person or any dependent of the person. The rates and charges for a limited health service must be reasonable. The commissioner may request information from the prepaid limited health service organization to determine the reasonableness of those rates and charges.
