Every small employer carrier shall actively offer to small employers all health benefit plans it actively markets to small employers in this state, including at least two health benefit plans. A small employer carrier shall file the basic health benefit plans and the standard health benefit plans to be used by the carrier. The section also addresses preexisting conditions.
