A Certificate of Need regime aims to reduce healthcare overheard by reducing unnecessary or duplicative services, but can be anticompetitive by increasing regulatory barriers for new entrants. Nebraska currently has imposed a moratorium on new long-term care beds and rehabilitation beds.
