N.Y. Pub. Health Law §§ 4000 through 4015: Hospice – New York

Unless exempted, the commissioner may not approve an application for a certificate of approval for a hospice, until it receives written approval of the public health and health planning council. When contemplating the approval of the application, the public health and planning council is required to consider a number of factors, such as public need for the hospice, if applicable.
