During abnormal disruptions in the market caused by strikes caused by an extraordinary adverse circumstance, no party within the chain of distribution of consumer goods and services necessary for the health, safety, and welfare of consumers is prohibited from selling the goods and services at an unconsciously excessive price. If violated, attorney general may initiate an action for a civil remedy and restitution.
