States that an organized delivery system shall not materially change or modiy an matter or ducument unless it is filed with the Commissioner of Banking and Insurance at least 60 days prior to the change or modification and requires the organization to receive approval. Also requires the organization to file any contract with the commissioner for approval before entering into contract.
