Declares that the public policy of the State is that hospitals and related services of the highest quality, efficiently provided and accessible at a reasonable cost are of vital concern to public health. Declares that integrating physical and behavioral health is the most effective way to improve the health of individuals and populations. States that the Department of Health shall have the central responsbility for the development and administration of the State’s policy with respect to health care planning, cost containment, behavioral health treatment and prevention among other duties.
