States that there is an urgent and continuing need to understand patterns and trends in the use and cost of medical care services in this State. States that the purposes of the Medical Care Data Act are to ensure there is an information base that can be used to improve the affordability and efficient use of health care services, that the necessary medical care data is available to persons to improve the decision-making process of care, and that the data processor receiving the data protects confidentiality.
