Governs the state health planning council including the creation and duties of the council. The state health plan shall do all of the following: (a) Address mechanisms to promote adequate access to health care for all segments of the state’s population; (b) Outline initiatives designed to contain the costs of health care and improve the efficiency with which services are delivered; (c) Address the ways in which changes in individual behavior and responsibility can assist in reducing the costs of health care.
