Provides requirments for health maintenance organizations. Among other things, states that every contract between a health maintenance organization and participating provider must be set forth in writing that in the event the health maintenance organization fails to pay for health care services, the subscriber or enrollee may not be liable to the provider for any sums owed by the health maintenance organization. Applies specifically to HMOs and/or MCOs to encourage insurers to implement value-based purchasing programs. Requires compliance with the Affordable Care Act. Provides penalty and enforcement under the Act.
