Requires carriers that propose to offer preferred provider arrangements, to file the proposed agreements, rates, geographic service areas, provider networks, and other materials to the superintendent to approve or disprove the agreement. Requires carriers that offer preferred provider arrangement to file rates with the Insurance Superintendent.
