States that a carrier shall allow enrollees to choose their own primary care providers from among a panel of participating providers, allowing physicians, including pediatricians and physicians who specialize in obstetrics and gynecology, and certified nurse practitioners to practice advanced practice nursing withouth supervision, to serve as primary care providers.
