Establishes the Massachusetts all-payer claims database (APCD). Requires the center to promulgate regulations necessary to ensure the uniform reporting of information from private and public health care payers; requires storage of data in a payer and provider claims database; requires the center to ensure timely reporting and to assess penalties against organizations that fail to provide requested information.
