The executive office for health and human services shall be the single state agency responsible for the administration of programs of medical assistance and medical benefits established pursuant to this chapter. All actions of the executive office of health and human services shall be taken by the secretary acting as the single state agency, through the division of medical assistance and the secretary of elder affairs, as appropriate.
