Statute creates the Health Trust Fund and requires that appropriations from the fund shall be restricted to the purposes of enhancing the provision of appropriate health care to Louisiana’s Medicaid and CHIP beneficiaries and the medically indigent by a number of means, including expanding primary and preventive health care and supporting placement of physicians and other medical professionals in medically underserved areas.
