Statute requires the secretary to develop uniform standards to be utilized by each managed care organization, including prior authorization procedures and requirements, and retrospective utilization review. A managed care organization may not discriminate against any pharmacist willing to meet conditions for participation. See definition section Kan. Stat. Ann. § 39-702.
