Statutes establish the insurance department and establish the commissioner of insurance as chief officer. The commissioner has the general supervision, control and regulation of corporations, companies, associations, or persons authorized to transact the business of insurance. The commissioner of insurance shall have supervision of all transactions relating to the organization of insurance.
