The secretary shall adopt Medicaid rules consistent with Title XIX of the federal Social Security Act. The rules adopted must include providing for prior review of medical services, specifying the method of determining the amount of reimbursement for services and establishing limitations that are consistent with medical necessity. The rules adopted by the secretary may not establish eligibility criteria for Medicaid reimbursement that are more restrictive than federal requirements.
