Statutes authorize the state department of health to examine and study the availability of funds that both require and do not require a waiver from the Department of Health and Human Services that may be used to fund a demonstration project to provide health care to individuals. If the state department of health identifies funds, it may develop a health care plan and delivery system that uses funds under the Medicaid program to provide health insurance for individuals who would otherwise not qualify for coverage.
