Statute requires the governing board of city hospitals to fix reasonable rates to patients for rooms, care, treatment and service and to discuss and prepare bids, proposals or arrangements that will be competitively awarded among health care providers. Statute also allows a hospital to hold records of a proprietary nature confidential if it would place the hospital at a competitive disadvantage if revealed, including, terms and conditions of preferred provider arrangements and competitive marketing strategies regarding new services and locations.
