Statute authorizes the board or corporation to do all acts necessary and reasonably incident to carrying out the purposes of this chapter, which includes establishing corporations and entering into partnerships and joint ventures. The statute also requires the board to adopt a schedule of reasonable charges for nonresidents of the county and to adopt a schedule of and to collect reasonable charges for medical and mental health services.
