This bill aims to amend Title 16 of the Delaware Code by setting new hospital cost containment measures. It specifically replaces a temporary measure previously tied to Medicare reference pricing, which is the cost of care charged to the Medicare program. The new provision limits price growth based on a formula that is already in use for some health care services. The new measure prevents hospitals from charging any payer, purchaser, insurer, or public program an amount that exceeds the greater of 2% or Core CPI (Consumer Price Index) plus 1% over the rates from the previous year, essentially limiting the rate at which hospital charges can increase from year to year.
