An Act amending Title 40 (Insurance) of the Pennsylvania Consolidated Statutes, providing for health insurance markets oversight; and establishing the Pennsylvania Health Insurance Exchange Fund. House Bill 3 amends Title 40 (Insurance) to establish a PA state-based exchange and
a reinsurance program.
