AN ACT relative to health care. This bill: Requires the department of health and human services to amend the income standard used for eligibility for the “in and out” medical assistance policy. Clarifies the prior authorization procedures under group health insurance policies and managed care. Clarifies non-covered dental services under the managed care law. Requires the commissioner of the department of health and human services to develop a state health assessment and a state health improvement plan and establishes the state health assessment and state health improvement plan advisory council to assist the commissioner with the plan. Requires that boards regulating practitioners prescribing, administering, and dispensing controlled substances adopt rules for management of chronic pain. Defines chronic pain for the purposes of the controlled drug prescription health and safety program. Requires insurance coverage for long-term antibiotic therapy for tick-borne illness. Adds physician assistants to the law governing advance directives. Clarifies the licensure of physician assistants and provides for biennial renewal of physician assistant licenses.
