An Act establishing a hospital merger advisory commission. This bill establishes a commission to monitor the merger of hospitals. The commission shall monitor proposals to merge, and the mergers of, hospitals and other health care institutions in the state. The commission shall gather information on how such proposed transactions or actual transactions impact health care, the operations of charitable trusts and the community or communities which are served by those institutions, including the community’s or communities’ need for access to quality and affordable physical and mental health care services.

(b) The commission shall advise the general court and relevant state agencies relative to necessary legislation or rules to ensure such mergers are in the public interest.

(c) The commission may solicit input from any person or entity the commission deems relevant to its study.
