Provides requirements for managed care program under Medicaid, including data collection; accounting; information system; medical loss ratio, quality-of-care reporting, and reimbursement. Provides that in order to promote competition between Medicaid managed care plans and MediPass based on quality-of-care indicators, the agency shall annually develop and publish a set of measures of managed care plan performance.
