Establishes a plan for a system of preventive health for children under HUSKY A and B, with the goal to improve health outcomes for all children enrolled and reduce racial and ethnic health disparities among children. The plan will establish a coordinated system for preventive services, including services under the federal Early and Periodic Screening, Diagnostic and Treatment Program. opthalmologic and optometric services, oral health care, care coordination, chronic disease management, and periodicity schedules based on stamdards specified by the American Academy of Physicians. Requires the Department of Social Services to track health outcomes and establish payment methodologies that create financial rewards and incentives for, providers who participate.
