States that the Comptroller shall offer to nonstate public employers and nonprofit employers, and their retirees, coverage under a partnership plan or plans. Among other things, states that the Comptroller will develop and implement a patient centered medical home for the state employee plan and partnership plans offered under this section in order to reduce costs and will review claims to target high-cost providers.
